| 摘 要： | 针对采砂管理中存在的收费难、审批手续复杂等问题,通过招标对沁河采砂权实施租赁、承包、分段划片管理的模式,提高了采砂管理费的征收效果并简洁了手续,有效的降低了管理成本,并带动了其他河道管理工作的开展,取得了良好的社会、经济效益.

| Abstract: | Aimed at charging difficulty in sand-collecting management, complex examination and approval procedure and so on, Qin River sand-collecting power calls for tenders on lease and contract, which improves the effect of collecting sand-collecting management fees and simplifies procedures, reduces management cost effectively, and promotes the development of other river management. Good social and economic effects, therefore, are obtained. |
