摘    要:本基于2003年美加大停电过程中电网事件的演变过程,着重阐述和分析了其中的电压崩溃场景,特别强调了事故发生的各个阶段中无功功率的变化与作用,指出了系统中安装充足的无功补偿装置和制定统一的法规以激励独立发电商向系统提供充足无功功率和无功储备的必要性。

Abstract:On 14 August 2003,Northeast United States and Ontario, Canada, experienced an electric power blackout considered one of the worst blackouts in the history of these countries, which resulted in great economic loss. Based on the events about transmission system, this paper describes the scenario about voltage collapse during the US - Canada 8.14 Blackout, which differs from the classical voltage collapse. How the reactive power changed and functioned during the collapse was analyzed carefully. It is pointed out that sufficient reactive power devices should be installed in the power system and universal legal obligation should be made to encourage independent power plants to provide necessary reactive power and reserves.
