将城市规划作为一种公共政策，已经在我国学界达到了共识，得到了广泛学者的认可与关注。但是在实践中，公共政策还没有受到足够的重视。笔者认为，城市规划是本质上的公共政策。因此，本文就对城市规划的公共政策属性进行了分析。
