摘    要:在恐怖活动形势日趋严峻的今天,大型多功能综合性水源水库的防恐安全问题日渐突出.在分析水库建筑物安全物理破坏和突发性水质污染破坏特点的同时,从库区一流域角度提出构建大型水源水库防恐监测及应急系统框架的思想,并且探讨了具体实施方法和内容,为流域性防恐安全体系的实现进行了理论性探讨.

Abstract:Today, when the terroristic attacks happen continuously in the world, the against-terrorism preparation for the large-scale water supply reservoir becomes more and more important. Under this circumstance, the analysis is made on the features of two terroristic attack forms on the reservoirs: the destruction of the structures for the water projects and the attack on the waterhead with paroxysmal water pollution, while a frame of the concept of a monitoring and emergency system against terrorism for the large reservoirs is put forward herein. Furthermore, the implementary methods and the contents of the system are discussed, which makes a theoretic foundation for the safety system against-terrorism for river basins as well.
