资源型城市快速发展与生态环境保护的思考

贯彻落实全面、协调、可持续发展的科学发展观,是我们党20多年来改革开放实践的经验总结。科学的发展观要求我们在实际工作中学会如何正确处理资源利用、环境保护与经济社会发展的关系。党的十六届四中全会提出“大力发展循环经济,建立节约型社会”。“循环经济”发展模式正是实现经济发展、资源开采、环境保护“共赢”,解决资源型城市资源开采利用、环境污染治理和矿区生态恢复的最佳选择。

THOUGHTS ON THE ACCELERATION OF THE DEVELOPMENT AND ECOLOGICAL ENVIRONMENTS OF THE RESOURCE-BASED CITY

To carry out the comprehensive,coordinated and sustainable concept of scientific development is the experience summarization of CCP since reform and opening-up for 20 years in China. The concept of scientific development demands that the relationships between the resource utilization, environment protection and economic social development should be operated properly in the practical works. The Fourth Session of the Sixteenth Central Committee of the Party puts forward, "developing the recycling economy powerfully and building a conservation-minded society". The development model of recycling economy is the double-win to realize the economic development, resource exploitation and environment protection, the best option to resolve the exploitation and utilization of resources, the control and cure of environments pollution and ecological restoration in the resources-based cities.
