长江流域洪水保险初探

洪水保险是防洪非工程措施的重要内容，实施洪水保险是完善长江流域防洪体系的必然。国内外洪水保险的实践为在长江流域试行洪水保险提供了借鉴。结合长江流域的防洪实际，对在长江流域试行洪水保险作了探索，对诸如试行洪水保险的范围与对象，保险的组织形式，机构模式、保险费率等方面的问题提出了见解。我国的洪水保险在一些地区开展了探索性的式点，取得了一些有益的经验。

Preliminary analysis on flood insurance in the Yangtze basin

Flood insurance is an important non-structural measure of flood control.It is inevitable for the execution of flood insurance to perfect the Yangtze flood control system.The practice of flood insurance at home and abroad can be used for reference for the trial execution of flood insurance in the Yangtze basin.Combined with the flood control practice in the Yangtze basin,the trial execution of flood insurance in the Yangtze basin is investigated,and some ideas are suggested,such as the coverage and object of trial flood insurance in the Yangtze basin,the formation of insurance organization,insurance premium etc..Exploratory pilot projects of flood insurance in China have been made in some areas and beneficial experiences have been obtained.
