人类进入新世纪，国际形势和战略格局的走向日益成为人们关注的焦点。信息革命、新军事变革必然深刻地影响这种走向，而武器装备作为新军事变革3大要素之一，采办管理的改革与创新，在新军事变革中将具有举足轻重的作用。首先回顾了半个世纪以来军事装备采办管理的历史演变；然后概要归纳了美国为适应新军事变革需要，在装备采办管理方面的新举措和新思路；最后，提出了我军装备采办管理创新的若干思路和建议。

New Military Revolution and Innovations of Weapon System Acquisition Management

People of the world has entered into a new century. The development trends of the international situation and the strategic frame work become the focus of the people's concern all over the world. Information revolution, new military revolution will deeply influence these trends, while weapon system, which is one of the three important factors of the military revolution, and it's acquisition innovations will play important roles in the new military revolution. The article first reviews the historic development of the weapon acquisition management in the second half of the last century, then sums up new ideas and measures taken by the US to meet the demands of the new military revolution. Finally, the author puts forward some ideas and suggestions, after reviewing experiences and lessons of foreign armed forces, for the acquisition management innovations of PLA.
