我国东南部煤矿区生态补偿标准的测算方法

为促进我国东南部煤矿区的生态恢复与治理,根据环境资源价值理论和经济外部性理论,分析了我国东南部煤矿区生态受损现状,总结了东南部煤矿区生态破环主要特点,确立了煤矿区生态恢复补偿范围和生态损耗因子,提出了东南部煤矿区生态损耗价值量的测算方法,并应用此方法对东南部生产煤矿和已报废、即将报废煤矿的生态补偿标准分别进行了测算。应用结果表明:该方法能够很好地体现生态环境资源的价值,并将生态环境的经济外部性进行内部化,这为东南部煤矿区建立生态补偿机制提供了参考依据。
