计及外部效益的城市配电网项目评价研究

结合城市配电网的现状和电网企业的关注焦点,从全过程管理角度出发,建立了重点分析城市配电网项目的外部效益、工程造价控制水平和经济效益的评价模型。采用了极差化指标预处理法,通过组合权重法确定指标权重。根据配电网项目的准公共物品特性,识别其给相邻区域电力用户、外部环境以及节能环保水平带来的外部效益。再将模型应用到国内某市的配电网项目评价中,计算结果验证了模型的可行性和有效性。

Comprehensive assessment of urban distribution network expansion considering externality

Based on the status of distribution network and the difficulties of power companies,the appraisal model that focuses on the cost control,economy and externalities of distribution network projects is established to evaluate the urban distribution network projects from the aspect of whole process management.Range difference renormalization method and combined weight is then used in the algorithm.As pre-public goods,both the negative and positive externalities on the neighbor power systems,environment and energy saving of distribution network projects is counted.And the model is proved effective and practical by the actual calculation example.
