摘    要:深化人才发展体制机制改革和政策创新,为地质调查事业发展提供了有力的人才支撑和智力支持,人才激励是其中最为关键的一个环节。本文梳理了我国事业单位人才激励政策沿革,分析了地质调查人才特征,指出了人才队伍建设新思路,总结了地质调查人才激励的经验及问题。根据SMART原则的标准,按照"目标设置→人岗匹配→绩效考核→激励"的思路,建立了地质调查人才综合激励机制模型。最后分析地质调查人才现阶段的需求层次,提出了人才激励机制的手段:探索建立基于人才特征和需求的多元激励机制;突出搞活奖励性绩效工资的措施。

Abstract:The authors summarize the experiences and problems of the encouragement mechanism for talents by analyzing the investigation and practices of the encouragement mechanism for geological survey talents. According to the standard of the SMART principle, this paper discusses how to establish comprehensive encouragement mechanism model, analyze hierarchy of needs for geological talents in current status and reflect on three paths for talents encouragement mechanism, including investigation on the multiple encouragement mechanism based on the features and needs for talents; investigation on invigorating merit pays and selection on performance benchmark. Talents encouragement is the core factor for deepening the development system and mechanism reformation and policy innovation so as to offer effective talents and intelligence supports for the development of geological survey cause.
