水平衡测试发展状况、问题分析及对策

水平衡测试作为促进节水工作的有效途径,在我国30年的发展过程中,呈现出明显的阶段性特点,且目前在各地的发展水平不一。通过对水平衡测试开展情况的分析,总结出其面对的问题主要体现在法规政策、技术标准、用户认识与管理、机构人员、投资收费及成果应用方面,建议今后可重点从完善法律法规、加强政策引导、细化相关标准、加强成果分析应用、加强培训、宣传及资料管理等方面推动工作开展。

The state, problems and suggestions of the development of the water balance test

It has taken on obvious features of different periods in the past 30 years in China and it develops various in differentplaces. The present problems of the water balance test, which is generalized by the investigation and evaluation of the state of its development in defferent places, mainly lie in laws and regulations, technical standards, user cognition and management level, organizations and personnel, investment and charge, and applications of new findings, etc. Special recommendations, such as laws and regulations updating, policy guidance strengthening, technical standards embodying, applications of new findings enhancing, training, propaganda and data management intensifying, etc. are put forward to push the development of water balance test.
