地铁工程建设安全风险管理研究

摘    要:地铁工程建设的各种属性决定了其是一项高风险建设项目。由于建设过程中的大规模、高速度以及严峻的安全形势,迫切需要对其进行完善的安全风险管理研究。通过对安全金字塔理论、海恩安全法则、事故变化-失误理论等安全风险管理理论的研究分析,说明通过安全风险管理预防事故发生是完全可行和非常必要的,并在此基础上确立了安全风险管理的理念:管理重点是人;安全风险管理要贯穿整个工程周期;安全风险管理不能完全依靠保险和监测数据;信息化在安全风险管理中具有重要作用。最后,本文还提出了下一步安全风险管理研究所要解决的突出问题。

Abstract:The construction of subway engineering with various internal properties was regarded as a high risk project.Because of the great building size,high construction speed and serious security situation in current rail transport building,it is urgently to do security risk management during the construction.By the analysis of security pyramid theory,Hain rules and variety-fault model,one important conclusion can be obtained that most accidents can be fully avoided by the security risk management.Based on these theories and this conclusion,some crucial ideas on security risk management can be established,which mainly includes: human is the keystone to risk management;risk management must be run through the whole stage of construction;risk management can not only depend on the insurance and the monitoring data,informationization has a significant effect on the risk management.In the end,some outstanding issues about risk management research were mentioned.
