节能服务 持续发展——中国节能协会节能服务产业委员会宗旨

本文介绍了中国节能协会节能服务产业委员会(简称EMCA)的筹备和成立的背景和基本情况,重点介绍了EMCA的宗旨和今后的主要工作设想。在世界银行和全球环境基金等国际机构的支持下,引进、示范和推广国外的基于市场的《合同能源管理》节能新机制,发展更多的节能服务公司(EMCo),形成中国的节能服务产业,这对中国的节能领域是一种新的理念、新的尝试。特别是近年来,我国电力、石油等能源供需矛盾比较突出,节能的必要性和重要性逐步为更多的人们所真正认识,EMCA的成立,适应了这种新形势的要求。让我们共同努力,办好EMCA,实现EMCA的宗旨,促进更多的新节能服务公司涌现出来,同时,节能服务的内容更加丰富多样,真正形成健康的可持续发展的中国节能服务产业。

Energy Management to Help Sustainable Development

This article introduces the background and basic situations for preparing and establishing Energy Conservation Service Industry Committee of China Energy Conservation Association (EMCA), especially focusing on the tenet of EMCA and its future main works. With supports of the World Bank, Global Environment Facility and other international institutions, a new market oriented energy efficiency mechanism—Energy Performance Contracting—has been introduced into China, and widely demonstrated and popularized in China. It is a new concept and a new trial in China’s energy efficiency field for developing more energy management companies (EMCo), and finally forming the energy conservation service industry in China. In recent years, more and more people have been aware of the necessity and importance of energy savings, since contradictions of energy supply and demand became more obviously in the industries, such as power, oil industries. For this regard, the establishment of EMCA just fits such situation. Let us make all efforts to realize EMCA’s tenet and promote more EMCos emerging. Meanwhile, This can enrich the scopes of energy conservation services, and facilitate a sound and sustainable energy conservation service industry in China.
