| 摘 要： | 近年来，我国针对农业改革和增加农民收入采取了许多措施，但仍然未从根本上解决实际问题。拟从农业的最核心要素——土地来展开分析和讨论，指出农业建设的关键在于明确农村土地的产权归属及提高土地市场化程度，提出对农业改革的一些思路。

| Abstract: | In recent years,a number of measures concerning the agricultural reform and increasing farmers income has been taken,but it doesn't solve practical problems ultimately.The paper analyzes and discusses the land which is the essential factor of agriculture,indicates that the rural land property rights is the key to building agriculture,a number of agricultural reform ideas are put forward. |
