电子政务软件平台及门户网站的设计与研究

摘    要:以实用性、先进性和前瞻性为指导思想,首先介绍了电子政务平台应具有的技术特点、基本功能。在分析了3种电子政务业务模型后,给出了电子政务平台的总体业务模型、平台结构及运行环境。最后从门户网站的结构、性能特点的角度设计了门户系统的实现方案。所设计的电子政务平台能实现将统一用户管理、工作流管理及数据交换等组件集成到统一的环境下进行协同工作,使得业务系统可在统一的开发工具、统一的标准支持下进行开发,从根本上解决了互通、互联问题,并且大大提高开发速度,降低开发成本。

Abstract:The technological characteristics and basic functions which should be included in an E-government platform are introduced. An overall business model, platform structure and running environment of the E-government platform are described after analyzing three kinds of E-government business models. A realization scheme of the portal system is described from such respects as the structure and performance characteristics of the portal website. The E-government platform designed can integrate the groupware such as the unified user management, workflow management and data interchange under the unified environment to work in coordination, making it possible for the business system to be developed under unified developing tools and standards. The problem of interflowing and interconnecting is solved; the development speed is quickened; the development cost is reduced.
