摘    要:抽水蓄能电站在电力系统中担负削峰填谷、旋转备用、事故备用、调频、调相等任务,它对增加系统的稳定性和灵活性、改善供电质量、提高电网的安全性和经济性很有意义,是电网经济运行的有效调控手段.但其外部经济一直无法内部化,严重影响了抽水蓄能电站的财务生存能力.文中从抽水蓄能电站的外部性着眼,寻找外部经济的对策,使其得到合理的内部化,以充分发挥抽水蓄能电站的作用和效益.

Abstract:Pumped storage power stations take on the tasks of shifting peak load to the valley, spinning reserve, emergency reserve, frequency modulation, phase modulation, etc. in power systems. They are significant for improving the stability and flexibility of the systems, the quality of power supply and the safety and economy of the power grids, so they are economical and effective regulating means for the power grids. However, some factors severely affect the financial viability of pumped storage power stations, for example, their external economy cannot be internalized. With a view to the externality of pumped storage power stations, this paper looks for countermeasures for internalizing the external economy reasonably, so as to make full use of the functions and benefits of pumped storage power stations.
