| 摘 要： | 科技期刊是工程设计和科学研究成果的信息载体，是科技事业的重要组成部分。期刊的质量充分体现了它的应有价值，质量是期刊的心脏。对于读者来说刊物的质量不高，它就没有存在的价值，科技期刊要想生存和发展就必需提高质量。本文从两个方面论述了应如何提高和保证学报质量。

The quality of periodical is its heart. In order to exist and develop, scientific periodical must improve its quality. This paper discusses howto improve and quarantee the quality of journal in two aspects. |
