| 摘 要： | 公共选择学派的制度理论主要包括：以经济人假设作为政治制度设计的逻辑起点；自由主义制度观；政府失败来自政府制度设计上的缺陷；代议制度是经济上国家干预主义的根本原因；制度变革是提高政府效能的关键。中国政府改革在坚持依法行政、合理界定政府职能、从制度上规范政府与市场的关系、完善民主制度等方面可从中得到一些有益启示。

| Abstract: | The Ni-based alloy-WC composite coatings are sprayed on the surface of 45 steel by plasma spray welding.The analyses on microstructure,microhardness and wear resistance of the coatings are carried out.The results show that metallurgical bonding forms between the coatings and the substrate,and the refined crystal grains are obtained at the interface.The hardness and wear resistance of 45steel after plasma spray welding are obviously better than that of plain carbon steels,which could become a substitute for ... |
