| 摘 要： | “真正改变城市规划的是深刻的社会经济变革”。针对我国城市规划体系目前的发展阶段及存在的问题,尤其是我国城市规划 编制体系存在的编制系列不完善,提出我国城市规划编制体系新框架。结合目前国内正在兴起的同时也是代表城市规划新趋 势的都市圈规划,提出都市圈规划编制体系框架,并以哈尔滨大都市圈为例,试图对城市规划编制体系新框架进行实证研究,同 时就都市圈规划的框架、实施管理等提出建议。

| Abstract: | This paper offers the stage of development and the question today for the Chinese urban planning system, on the basis of the experience and the lesson of the foreign urban planning system, and the improving demand of urban drawing-up, bring forward the new frame for the Chinese urban plan formulation. This paper explains the new frame of urban plan formulation, on the basis of the case study of Harbin metropolitan area as the example, and offer the urban plan formulation for the metropolitan area, including the frame and content, and so on. |
