论市民社会发展背景下的高等教育多中心治理

我国过去政府对高等教育的单边治理模式已造成诸多弊端，需要推行新的多中心治理模式。高等教育多中心治理的基础是市民社会发展，考察西方国家和我国的市民社会发展背景是必须的。在深入探讨市民社会组织参与高等教育多中心治理理论分析的基础上，可通过政府、社会和大学自身三方面的努力，为实现高等教育的多中心治理创造条件。具体路径是：加强政府主导，积极营造大学组织自主治理的外部社会环境；加强社会联动，大力培养和发展第三部门性质的教育中介组织；加强大学自治，推进大学组织内部的民主管理。

On the Polycentric Higher Education Governance in the Context of Civil Society Development

The past unilateral control pattern of higher education has resulted in many disadvantages, we need to implement a new multi--center governance model. The development of civil society is the basis of polycentric governance for higher education. It is essential to study the development background of civil society in western countries and China. Based on the deep study of the participation of civil society organizations in polycentric higher education governance, conditions can be created for polycentric higher education governance by the effort of government, society and university.
