我国高等教育投资体制改革的回顾与前瞻

我国高等教育投资体制发展经历两个发展阶段：从新中国成立到十年“文革”结束，是我国高等教育投资体制的产生、形成、发展时期；从党的十一届三中全会召开到现在，是我国对高等教育投资体制进行改革与探索的历史时期。在两个不同的阶段，我国高等教育投资体制呈现出鲜明的特征。为深化我国高等教育投资体制的改革，应在投资决策上做到事权与财权统一；建立健全教育投资法律体系；规范各级政府的转移支付行为，加强经费管理。

Review and Prospect of the Reform of Higher Education Investment System in China

The development of Chinese higher education investment system experienced two characteristic stages. One is the period of the generation, formation and development which is from the founding of the new China to the end of culture revolution. The other is the period of reform which is from the Third Plenary Session of the 11th Central Committee to present. To deepen the reform of Chinese higher education investment system, we should try our best to combine the affair right and financial right in investment decision, to establish perfect educational investment legal system, to regulate transfer payments of governments at all levels, and to strengthen fund management.
