不同的大学治理方式

投资不能构成政府控制和干预大学的理由，国家或政府最优先的责任是“培养好的研究环境”。德美两国的大学治理都围绕保障大学自治和学术自由，以高度一致的根本理念和不太相同的表现形式，获得了大致相同的繁荣结果。在中国，无限政府的观念正处在深刻的向有限政府的变化中。但观念的问题并未完全解决。大学的自由与独立，首先是国家的需要，唯有学者们、大学和国家共同意识到这一点，大学才可能是先进的。

Different Models for University Governance

Investment is not the reason for government to control and to interfere in university. The prior duty of nation or government is to foster good research environment. The university governance of both German and America are centered on the assurance of university autonomy and freedom. And the prosperous results are in essence the same. In China, the concept of unlimited not solved completely. University can only be freedom and independence of university first is governments is changing to limited government. Bit the idea issue is advanced when all of scholars, university and nation realize that the the needs of nation.
