湖南建设高教强省之我见

湖南省已进入高等教育发达地区行列，具备了建设高教强省的基础和条件。同时，也应看到，湖南省高等教育发展与高教强省的要求仍然有较大差距，在建设过程中，要站在战略高度，统筹规划，提出对策。笔者作为湘籍人士，站在外省观察的角度，提出三点建议：在重点大学着力建设一流的文科和理科；在地方一般大学努力建设一批教学服务型大学；采取激励措施，鼓励优秀教师到农村去，提高农村基础教育质量，推进义务教育均衡发展。

My Views of the Construction of Powerful Higher Education Province in Hunan

Hunan province has entered the developed higher education regions, and has the condition and foundation to construct powerful higher education province. But meanwhile, we should know that there exists a certain gap between the development of higher education and the requirement of powerful higher education province. In the course of construction, we should Taking a Strategic View to plan as a whole and put forward the strategies. As a Xiang figure, the author proposes that the key universities should lay stress on the construction of first--class liberal arts and sciences, the local universities should devote much attention to teaching and social service, incentives should be provided to encourage excellent teacher to work in the countryside to improve the quality of basic education in rural areas and promote the balanced development of compulsory education.
