| 摘 要： | 通过对"作业和操作要受控"工作要求的深刻理解,结合炼化企业工作实际,提出标准化管理、三级责任承包制度、动火作业集中定时管理等一系列措施,从而实现生产操作受控、工作属地受控、事故源头受控、外来作业受控等工作要求,使企业实现本质安全。
