对建立党员议事会制度的探索

企业基层党组织处在改革发展、生产经营的第一线,担负着团结带领党员和职工群众完成生产经营任务的重要责任。但在实际工作中,基层党组织在充分发挥党内民主、凝聚党员群众智慧、组织党员群众参与和监督生产经营决策方面的作用,效果并不理想,主要问题是缺乏有效的途径、机制和方法。文章在总结实践的基础上,从分析问题、探索党员议事会制度以及建立该制度须注意的问题三个方面,阐述了建立党员议事会制度的有效性和重要性。

Study of Establishing Business Debating System of the Party

Basic party organization in enterprise works at the fore front of reform development and production and operation, shouldering important task to unite and lead Party members and masses to finish production and operation. However, in actual work the effect Party organization at root level showed was not so ideal, such as bringing into play democracy within the Party, coherence of wisdom of the Party members and masses, organizing the Party members and masses to take part in and supervise policy making in production and operation, the main reasons are lacking of effective approach, system and method. On the basis of summing up practice, we illustrated the effectiveness and importance of establishing business debating system of the Party in terms of analyzing problems, probing business debating system of the Party and cautions to be taken when establishing this svstem.
