| 摘 要： | 健全土地产权制度是土地市场健康发展的基础。将国有土地出让职能从土地主管部门中分离出来 ,设立独立于政府的国有土地资产经营机构 ;农村集体土地所有权归属于村集体资产经营总公司、乡镇农民集体经济组织 ;建立健全土地权能体系 ,明晰土地财产权包括所有权、用益物权、典权、担保物权、土地发展权 ;实行土地权属及变更统一登记

| Abstract: | Perfecting the system of property right to land is the basis for sound development of land market. The paper suggests separating transfer functions of state-run land from the land management departments and establishing independent management sector to state-run land government.That is the ownership of rural group's land belongs to villages' group-run organizations or town-level group's economic organizations. Establishing a sound function system of land and clarifying property rights including ownership, right to use, right to mortgage, and right to develop land, are all needed to think over. Adopting a unified registration and alteration to ownership of land will be of great importance. |
