| Abstract: | The combination of economic development, arable land protection and prompt services will give impetus to each other's development. The paper proposes the following ideas: service promotes protection, service procedures should be simplified, efficiency should be improved, the final responsibility laws should be improved, balance measure of occupation and compensation to land should be strengthened. The function of adjustment and control of regulations and application plans should be exerted greatly. New ideas of land arrangement should be introduced and the capacity of land application should deeply be dug out. |
