关于我国建立石油储备的思考

建立石油储备、保障石油安全是我国实施能源战略的重要任务。本文从建立石油储备的必要性、石油储备体系的基本构想和保障措施等方面探讨我国石油储备问题。首先 ,通过分析我国石油供需形势 ,指出建立石油储备已是当务之急 ;其次 ,从储备模式、规模、管理方式等方面提出了建立石油储备体系的基本内容 ;最后提出要实施立法先行、建立油气资源管理信息系统、多渠道筹集资金、加强国内石油资源调查评价等保障措施。

RESEARCH ON THE SETTING UP PETROLEUM RESERVE IN CHINA

Setting up petroleum reserve is a key task for our national energy resources strategy. This paper discusses issues in the petroleum reserve of China from the view of its importance , basic concept and measures. First, the paper shows the importance of petroleum reserve based on the analysis of the situation of petroleum supply and demand in China. Secondly, it outlines the concepts of petroleum reserve system on pattern, scale and management,etc.Finally, the paper puts forward main measures such as enacting legislation of petroleum reserve in advance, setting up the information management system of petroleum and natural gas, raising fund in various channels and strengthening the investigation and evaluation of petroleum resources in China.
