江汉油田境外项目出口退税工作初探

对出口产品实行退税是一种国际惯例,符合世贸组织规则。江汉局争取政府职能部门的理解支持,获得出口退税优惠政策。出口货物报关价值的确定等是境外项目出口退税工作重点。对出口退税政策法规和操作流程掌握不够熟练等是境外项目出口退税存在的主要问题。提出了完善各项制度,开展学习培训,宣贯国家政策,加强与政府职能部门沟通协调等完善境外项目出口退税工作措施。

On Export Tax Rebates Issuance in Overseas Projects Conducted by Jianghan Oilfield

Imposing tax rebates on export products is common during cross-border transactions and not a violation of WTO rules.Jianghan Oilfield Administration had managed to win the support of relevant agency in local government to get tax rebates on export goods.Issues such as the customs clearance for export are the emphasis of tax refund work in overseas projects which are hindered largely by workers＇ unfamiliarity with the rules and procedures of reimbursement claim.To improve the practices of tax cuts on export goods in overseas projects,this paper had outlined an array of measures including revising the related institutions,educating workers on the relative state policies and stepping up the communication and coordination with agency in charge.
