黄河流域洪水资源利用水平初步分析

摘    要:依据1956~2000年黄河流域地表水资源评价结果和入海水量资料,对黄河流域洪水资源利用水平进行初步分析,指出基于全年地表水资源量与出境量的洪水资源利用水平较稳定地维持在400亿m3左右;探讨了黄河流域历年来水利工程空间布局及运行方式变化与洪水资源利用过程的关系,并采用洪水资源利用程度的概念来显示不同流域之间洪水资源利用水平的相对差异,结果表明,黄河流域洪水资源利用程度在20世纪90年代呈上升趋势,至2000年已接近90%;指出黄河上游低含沙洪水资源的利用对中游高含沙洪水资源利用具有影响。

Abstract:Based on the evaluated Yellow River surface runoff and observed annual runoff at the Yellow River mouth from 1956 to 2000,the status of flood water resources utilization during different periods of time is analyzed using different calculation methods,and the relationships between the spatial layout and operation mode of hydropower projects and flood water resource utilization in the Yellow River Basin are discussed.A new method of calculating the relative efficiency of flood water resources utilization is proposed to facilitate comparison among river basins in different climate zones.It is demonstrated that from 1990 to 2000 the flood water utilization level and relative efficiency of flood water resources utilization exhibited different trends: the former stayed at around 40 billion m3 while the latter increased rapidly,rising to around 90% in 2000.The effects of water resources utilization of upstream low sediment floods on utilization of downstream high sediment floods are analyzed.
