探索省域城镇体系规划实施的有效途径——以江苏省为例

长期以来,由于规划实施机制的法律基础薄弱,规划技术欠缺及规划部门认识不到位,我国省域城镇体系规划一直未受到应有的重视,其实施面临诸多困难。针对现状,江苏省在编制和实施省域城镇体系规划的实践中,采取强化政府领导、寻求广泛合作、深化重点区域的规划编制和实施工作、系统地开展市与县城市体系规划和城镇总体规划编制、推进行政区划调整、加强省级以上项目选址的规划管理、完善省域城镇体系规划实施的法制基础等措施,省域城镇体系规划的实施初显成效。

Probe into Effective Ways of the Implementation of Provincial Territory Urban System Plan

For the weakness of planning implementation mechanism and lack of planning technology, provincial urban system plan is notconcerned enough, facing many difficulties. Based on this, Jiangsu Province strengthens the leadership of government, seeks for coorperationof wide range, reinforces the planning making of key areas, carrys out the system plan and location selection of cities and counties, strengthensthe management of location selection, makes perfect the implementation of system plan in provinces.
