旧城改造规划经济分析方法初探

为促进旧城改造的良性循环和可持续发展,协调规划目标与建设资金有限之间的矛盾、提高可实施性,瑞安市滨江三期城市设计进行了区域土地的整体经济分析,针对旧城改造中普遍存在的拆迁安置,历史地段保护、地块出让与开发中的经济利益问题,采取一种以保障公共利益为前提、以开发公平性为基础的经济测算方法,不但可以有效避免"开发权转移"所带来的."寻租行为",弥补"最低经济容积率"测算方法难以解决的区域整体经济平衡问题,而且还为政府运用经济手段进行调控手段指明了方向.
