| 摘 要： | 通过对美军“基于性能的保障”全方位的认识，分析了军地双方合作过程中解决的需求与结果的质量管理、军地供需对接、权责划分等问题，给我国装备动员的行业动员模式、军地供需对接机制以及责权划分提供的几点启示，以供借鉴。
