摘    要:业务创新是固网运营商转型的关键所在,然而,网络的业务提供能力低下日渐成为业务创新的瓶颈.通过借鉴OSI(开放系统互连)网络参考模型的理念,本文提出了一种7层通信业务模型,揭示了固网运营商业务创新的瓶颈所在--终端.同时通过借鉴国内外其他运营商、SP(服务提供商)的经验教训,并结合对电信产业链的分析,指出了固网运营商突破瓶颈的策略和转型的思路.

Abstract:Services innovation is the key for the transition of China fixed-line operators, but the bottleneck of services innovation lies on the low service-providing ability of network, Refer to the theory of OSI reference model, this paper proposes a seven layer communication services model, and based on this model, finds out the essential bottleneck of services innovation the terminal. Associate with the analysis of the telecom industry chain, the paper proposes the policy of breaking the bottleneck, and also gives out some suggestions for the transition of China fixed-line operators.
