| 摘 要： | 本文首先介绍了美国政府工程A/E采购采用的资质评审法,然后从实践上和理论上分别对资质评审法和最低价中标法进行评价,并把资质评审法应用于我国政府投资项目代建公司采购的实践中来,文章最后对我国的政府投资项目应用资质评审法需具备的条件作出了初步的探讨.

| Abstract: | The article introduces the QBS in procuring A/E services for public works in U.S, compares the QBS and the bidding at low price from the aspect of theory and practice. After proposing that QBS should be used in procuring project management agent services for public works in China, the article discuss the condition we should provide for using QBS. |
