| Abstract: | The Fourth Plenum of the 16th CPC Central Committee has pointed out,to strengthen ruling capability of Party must be on the foundation of reinforcing the primary organizations constructions of Party and the troops constructions of Party members. To grasp the construction condition of Party and the ideological condition of Party members of the enterprise of "exploiting the outer market",to reinforce and improve the construction of enterprise Party,play the political key role of Party and the vanguard role of Party members,is the important guarantee to strengthen vigor and raise market competition ability of enterprise. |
