农地承包经营权流转利益博弈问题研究

随着经济的发展和农村劳动力人口的频繁流动,农村土地流转的步伐加快,这为扩大农地经营规模,优化土地资源配置等方面起到了积极的作用。但是,在实际的政策实施过程中出现许多违背中央精神和侵犯农民权益的现象,农民并没有成为土地流转的主体;乡政府和村集体的暗箱操作等行为使得农民不能从土地流转中获益。保障农民的土地流转权是关系农业发展、农村稳定的大事。因此,在对地方政府,国家监管机关和农民自身的行为进行博弈分析的基础上,提出相应措施,确定农民在土地流转中的主体地位。

Along with the economic development and the frequent flowing of rural labor population, the rural land transfer speeds up, and this played the positive role in the expanding farmland management scale, optimization of land resource disposition as well as other aspects. But many phenomena appeared that violated the spirit of central government and encroached upon the farmer rights and interests in the actual implementation process policy. The farmers have not become the main body of the land transfer; the black - box operations and other behaviors of township government and village collective disenable the farmer to obtain benefits from the land transfer. Safeguarding farmer＇ s land transfer right is the important matter that relates to the agricultural development and the stableness of countryside. Therefore, on the basis of gambling analysis on the behaviors of local authority, the National Supervision Institution and farmers themselves, the article proposed the corresponding measures to ensure main body status of farmer in land transfer.
