我国石油海运业面临的形势与对策分析

随着我国石油对外依存度的提高,石油进口海运量已超过2.1×108t/a,预计2015年以后,将超过3×108t/a,海运业发展形势将受到更多的关注,也将带来更多的影响。从我国石油进口的海洋运输需求分析入手,综合分析当前我国石油海运业面临的形势,本着提高我国石油运输安全,落实"国油国运"战略的目的,提出了石油企业利用目前较低的造船和运输成本机会,抓紧构建必要的合资或自有运力;国内航运企业配合"国油国运"战略实施,构建和完善"国油"运输船队,慎重拓展国际石油海运市场;造船企业加强技术储备与创新,向综合经济技术好、节能环保和安全防海盗性能高的高端船舶技术领域发展等策略建议。

Situation of Maritime Transport of Crude Oil in China and Corresponding Measures

With the increase of China’s petroleum external dependence degree,the amount of maritime transport of imported crude oil has already exceeded 210 million tons per year and it is estimated that it will exceed 300 million tons per year after 2015.The developing situation of maritime transport will get more attention and bring more influence.The maritime transport demand of imported crude oil in China was described,and the current situation of maritime transport of crude oil was comprehensively analyzed.Aimed at improve the safety of crude oil transport and implement the strategy of"national-transportation of national oil",several suggestions were put forward.That is,the necessary joint venture or their own capacity should be build by oil companies with the opportunity of lower shipbuilding and transport cost,"national oil"transport fleet should be equipped,international oil shipping market should be expanded prudently,technical reserves and innovation should be enhanced by shipbuilding companies,high-end ship technology with comprehensive economy,energy saving,and high-performance of anti-piracy should be developed.
