军民融合战略下军方餐食冷链外包的标准体系研究

在实施国家强军战略的背景下,军民融合也在国民经济诸多领域得到广泛的推进,而冷链物流行业如何践行军民融合战略的需要,军方餐食向社会第三方冷链物流的外包就成为落实现代国防军事后勤补给保障体系建设的关键环节,而随着近年来军方餐食外包逐渐步入常态化,尽快建立与完善军方餐食冷链物流标准体系则是落实军民融合战略实施的具体表现。在分析了军方餐食冷链外包的模式、流程等基础上,根据军方餐食冷链外包的需求及冷链物流标准体系制定设计的原则,我们从采购、冷藏储运、加工制作、包装、冷链配送、信息技术、餐食安全、运营管理等8个方面的标准展开初步探索,以期构建军民融合战略下军方餐食冷链外包标准体系,不仅有助于建立餐食冷链物流军民融合的理论体系,而且也为实践应用提供必要的方法及途径。

Study on the Standards System for the Cold Chain Outsourcing of Military Meals Under the Strategy of Civil-military Integration

The paper analyzes the outsourcing model and process of military food cold chain,and explores standards in eight aspects of procurement,refrigerated storage and transportation,processing production,packaging,cold-chain distribution,information technology,food safety,as well as operation management according to outsourcing demands,and the development and design principles of cold chain logistics standards system.It aims to establish the standards system for the cold chain outsourcing of military meals in the context of implementing the military and civilian integration strategy,which not only helps establish the civil-military integration theoretical system of food cold chain logistics,but also provides necessary ways and means for practice.
