| 摘 要： | 劳动就业日益突出的矛盾,已成为社会和政府关注的严重问题。所研究的视点聚焦到失业这一特殊而又敏感的领域,通过定量与定性分析,尤其是国际间的借鉴与比较,提出了长短结合、标本兼治,着力解决劳动就业这一关系国计民生、涉及千家万户的社会经济、政治问题的10项对策与建议。

| Abstract: | Underemployment issue is becoming a serious problem, which is concerned by the society and government. This article focuse on unemployment which is a special and sensifive issue. Through qualitative and quantitative analysis and especially international comparison and study, ten suggestions are proposed to solve underemployment problems. |
