| 摘 要： | 为摆脱传统水利工程建设管理"重建轻管、建管脱节"的弊端,按"建管结合、建管并重、精简高效"的原则在燕山水库实行了新的建设管理体制,有效提高了业主可持续管理的责任心尤其是重视了品牌建设.总结了新体制下招投标、合同管理、质量控制、重大技术方案、科技投入的重要性、移民与施工环境、工程与自然环境等方面的经验体会,可供同类工程参考.
