| 摘 要： | 建设工程主体结构质量是建设工程安全使用的重要基础,政府对主体结构工程质量的监督管理,从投入产出的角度分析包括对主体工程质量形成各阶段的投入要素、转化过程及产出结果的监督管理.全面监督、预控为主、以人为本、专业化服务是实现其监督管理有效性的基本原则;技术创新、信誉保证、综合监管、整体优化、经济与法律手段并举、激励与约束并存是提高监督管理效率的主要方法.

| Abstract: | The quality of body's structure of construction engineering is important for safely using construction engineering.Government's supervision over it includes its input,transfer and results from the angle of input-output in every stage.The basic principles of effective regulation are overall supervision,taking prevention as the dominant factor,regarding man as the foundation,and service specialization.The main methods of enhancing supervision effectiveness are technological innovation,credit guarantee,tackling a problem in a comprehensive way,optimization system,combination between economic way and law way,using incentive and restrain system. |
