国外天然气储采比及对我国的启示

我国天然气产业进入快速发展阶段后,天然气储采比逐渐下降,需要从长远和发展的角度重视这一趋势。世界不同地区储采比水平及演变特点差异很大。美国在天然气快速发展期储采比明显下降,之后长期以10左右的低储采比有效保障天然气供给,其产业政策、技术创新、作业能力、公司经营等方面的经验对我们具有一定的启示。考虑到国内天然气市场需求、资源品位及开发特点,天然气储采比目标在20左右比较合理。建议国家出台鼓励发展核心技术、支持低品位储量开发的政策法规,促进天然气储采接替的良性循环。

A new recognition from the international natural gas reserve-production ratio

From the BP statistical data, a big difference is obviously shown in the reserve production ratios and changes of different places all over the world, the characteristics of which are also analyzed as follows: ①The reserve production ratio is relatively high in gas rich countries; ②The ratios in the developed countries have been mostly maintained at around 10 after a decline process; ③Most global giant oil companies are exploring and developing natural gas resources under the condition with a low reserve production ratio, which have been kept at around 15. In particular, good lessons are summarized from the U. S. experience in the four aspects: ①the fullplay of market function and gradual completion of laws and regulations, ②the incessantly improving geological theories and E &; P technologies, ③a high performance of E &; P operations, and ④a complete system of assessment and market of recoverable oil and gas reserves. Therefore, some positive proposals are presented for China hereby: ①With many factors taken into account, it is thought to be reasonable that the reserve production ratio of natural gas in China should be kept at around 20. ②Core technologies should be encouraged to efficiently exploit many low permeability, high sulfur and volcanic gas reservoirs. ③The relevant policies and regulations should be released by the government for the development of low quality reserves.
