随着中国移动GSM通信业务的飞速发展，信令监测系统也得到全面的应用和发展，为运营商的网络维护提供了强有力的工具，为提高网络业务质量，提高移动用户的客户感知话务质量发挥了巨大作用。随着信令监测系统监测范围的不断扩大和全网监测要求，关联和关联回填成为信令监测系统必不可缺少的关键技术。
