摘    要:截流工程属大坝标单项费用控制项目,技术组织及经济运作风险难度大,截流中的流量指标受到合同条件约束,要求外部配合条件高。漫湾电厂在截流期间下泄流量及时段将受到严格的控制。责任公司截流指挥部(公司)和八三联营体(八三体)针对合同条件及当时水文情况分析,审定编制了漫湾控泄方案,在省电力公司中调所(省调)结合电网系统电力负荷运行条件和漫湾电厂(电厂)的控泄要求,制定了电网负荷运行的电力组织措施,建立了以省调、公司、八三体和电厂之间的直接控泄调度组织协调联系,明确了在截流期间,依据漫湾实际水文测报来水条件,对下泄量进行动态控制。截流期间协调组织工作落实,实际到达截流区流量得到了有效控制,满足了大朝山截流和围堰加高安全施工条件。

Abstract:The river closure works is a separate cost _controlled item in the bid for the dam,having high risks in both construction planning and economic operation, and the flow discharge during the river closure is restricted by the contract conditions and a proper external coordinatio is required to manage the river closure.The flow discharge from the Manwan Hydropower Station and its duration would be strictly controlled during the river closure period.The Dachaoshan Hydropower Limited Company s River Closure Construction Headquarters prepared and reviewed the flow discharge control scheme together with the 8.3 Joint Venture according to the contract conditions and the hydrological condition analysis at that time, then made a necessary arrangement for power generation in the power grid in consultation with the provincial power dispatching centre of Yunnan Peovincial Electric Power Corporation based on the power load operation conditions in the power grid and the requirement for discharge control from the Manwan Hydropower Station,and finally a proper coordination system was established among the provincial power dispatching centre,the Dachaoshan Hydropower Limited Company,the 8.3 Joint Venture and the Manwan Hydropower Staion for flow discharge control and direct dispatching.It was made clear that the flow discharge from the Manwan Hydropower Station should be dynamically controlled on the basis of hydrological forecast during the river closure period when the flow discharge from the Manwan Hydropower Station was effectively controlled within the river closure area by means of proper organization and coordination, and the requirements were satisfied for the safe construction of the river closure and heightening the cofferdams.
