The statistical characteristics of traffic accidents in Harbin are presented and proposed the relevant improvement policies. Firstly, in terms of time and space perspectives, the statistical characteristic of traffic accidents are analyzed. Then from the system engineering perspective, the multiple impact factors of traffic accidents are then further analyzed. Finally, the corresponding improvements are also given. The conclusions obtained can provide the basis and support for road traffic managers laying down the relevant policies.
