关于尊重党员主体地位和保障党员民主权利的若干思考

尊重党员主体地位和保障党员民主权利是以改革创新精神推进党的建设新的伟大工程的一项基础性工程，是党内民主建设的重要组织部分，是加强党的先进性建设和执政能力建设的重要基础，是激发党的力量源泉的根本所在，是实施加强党内监督加强反腐倡廉建设的客观需要，是巩固党的团结统一建设和谐的马克思主义政党的重要保证。尊重党员主体地位和保障党员民主权利总体情况是好的，但是由于受历史传统政治文化的影响及党员干部民主意识不强、体制机制不完善、社会环境因素的制约等方面的原因，在尊重党员主体地位和保障党员民主权利方面仍存党员主体地位不突出、党员民主权利难行使等问题。尊重党员主体地位和保障党员民主权利要在全面提高党员的主体意识和民主素质，要进一步完善体制机制，加强党内民主作风建设，充分发挥党员的主体作用，努力营造良好的环境和教育引导党员正确行使权利等方面下功夫，只有这样才能更好地尊重党员主体地位和保障党员民主权利。

On Principal Position and Democratic Rights Guarantee of the Party Members

Respecting the principal position of party members and guaranteeing their democratic rights is a basic project which comprehensively carrying forward the great new undertaking to build the party in a spirit of reform and innovation,it is an important part of inner-party democracy,it is an important basis of strengthening the party's governance capability and vanguard nature,it is the source of stimulating the party's strength,it is the need of increasing supervision within the party and combating corruption and upholding integrity,it is an important guarantee of reinforcing the party's solidarity and unity and building a harmony party to remain a ruling Marxist party. The general information of which is right,but for some reasons,such as it was influenced by the traditional politics and culture,the weak democracy awareness of party members,the structure and systems need to be perfected,it was inhibited by the social environmental factors and so on. As a result,there are still remained many problems. The principal position of party members is not prominent and the democratic rights are difficult to performed. Therefore,in order to do it better,we need to raise the party members principal awareness and the democratic quality in an all-round way. We need to further improve the structure and systems. We need to strengthen the party's work style of the democracy. We need to take full advantage of the party members. We need to word towards a positive environment and we need to guide the party members performed their rights correctly. In short,if we can put in time and energy to do so many things,we can respect the principal position of party members and guarantee their democratic rights better.
