新时期消防应急救援机制改革方向分析

《中国21世纪初可持续发展行动纲要》在加强灾害综合管理方面首次提出“加强灾害的管控能力,加强公共安全建设.指出完成改革发展的任务,必须保持长期稳定的社会环境.要强化社会公共安全意识,加强公共安全能力建设,提高公共安全保障水平,维护人民生命财产安全,确保社会稳定.”近些年来,我国发生了“5·12”汶川大地震、“7·16”大连油库火灾,“11·15”上海高层建筑特大火灾等灾害事故,对我国消防应急救援机制敲响了警钟.在反思这些灾害事故的发生及抢险救援能力欠缺的同时,推行我国现行消防及应急救援体制改革迫在眉睫.

New period of fire emergency rescue mechanism reform direction analysis

At the beginning of the twenty-first Century＂ China Program of action for sustainable development＂ in strengthening the comprehensive disaster management puts forward first ＂to strengthen the disaster management and control ability, strengthen the construction of public security. The tasks of reform and development, must maintain the long-term stability of the social environment. To strengthen the social public security awareness, strengthen public security capacity building, improve the level of public security, maintaining the safety of people＇ s life and property,to ensure social stability.＂ In recent years, our country has＂ 5/12＂ earthquake in Wenchuan,＂ 7. 16＂ Dalian fire,＂ 11/15＂ Shanghai high-rise building fire disaster accidents. On China＇ s fire emergency rescue mechanism has sounded the alarm bell,in the reflection of these disasters and accidents and emergency rescue ability at the same time,the implementation of China＇ s current fire protection and emergency rescue system reform imrmnent.
