多属性决策理论下低碳住宅PPP项目组织结构优选研究

Optimization of the Organization Structure in PPP Model for Low-Carbon-Housing Project Based on Multi-Attribute Decision

Under the severe environment of the current greenhouse effect, the development of low-carbon housing is becoming new challenges and opportunities.Although the introduction of PPP model broadens the channels for the sustainable development of low-carbon housing in breadth, there are still many problems.Whether the participating parties can cooperate effectively? Whether resources allocation can be optimal? Whether distribution of powers can be balanced? Whether the information can transfer efficiently? Those issues can directly affect the smooth implementation of PPP Model for Low-Carbon-Housing Project.Based on the analysis of various combination schemes for organizational structure of PPP Model for Low-Carbon-Housing Project, the multiple-attribute decision theory is applied.A optimization scheme which fit the intention of the decision maker has been selected from constructed variety dynamic organizational structure of PPP Model for Low-Carbon-Housing Project.Finally, the optimized method has been applied to actual cases, which proves the feasibility, scientific nature and practicality of the optimized method.
