摘    要:在当前温室效应盛行的严峻环境下,低碳住宅的发展成为新的机遇和挑战,PPP模式的引入虽然在广度上为低碳住宅的可持续发展拓宽了渠道,但依然存有问题。各参与方能够有效协作、各项资源得到最优配置、权力均衡分配、信息高效传递,直接推进低碳住宅PPP项目的成功实施。在对低碳住宅PPP项目组织结构各组合方案进行分析的基础上,利用多属性决策理论的优选优势,从已构建的多种低碳住宅PPP项目动态组织结构方案中,优选出符合决策者意图的一种组合方案,并将优选程序运用到实际案例中,证明了方法的可行性、科学性与实用性。

Abstract:Under the severe environment of the current greenhouse effect, the development of low-carbon housing is becoming new challenges and opportunities.Although the introduction of PPP model broadens the channels for the sustainable development of low-carbon housing in breadth, there are still many problems.Whether the participating parties can cooperate effectively? Whether resources allocation can be optimal? Whether distribution of powers can be balanced? Whether the information can transfer efficiently? Those issues can directly affect the smooth implementation of PPP Model for Low-Carbon-Housing Project.Based on the analysis of various combination schemes for organizational structure of PPP Model for Low-Carbon-Housing Project, the multiple-attribute decision theory is applied.A optimization scheme which fit the intention of the decision maker has been selected from constructed variety dynamic organizational structure of PPP Model for Low-Carbon-Housing Project.Finally, the optimized method has been applied to actual cases, which proves the feasibility, scientific nature and practicality of the optimized method.
