| 摘 要： | 电力市场化改革要求市场公平、平等地对待各市场主体。电力调度公平性是市场公平对待各发电厂的重要部分。电力调度公平性可以通过电量计划完成率反映。反映电量计划完成率差异的主要指标为基尼系数与标准方差。基于2006～2008年度华北区域"三公"调度的数据,通过基尼系数与标准方差对电量计划完成率进行了分析,并取得电量计划完成率的基尼系数与标准方差数据,进行了两者的公平性表征能力相关性及差异性对比分析。通过两者的相关性系数得出基尼系数与标准方差在反映调度公平性上结论一致,数据归一化处理后图形显示标准方差对调度公平性数据对比分析时差异性反映能力更强,而基尼系数对调度公平性数据反映更直观。

The fairness of electric power dispatching reflected by the completion rate of electricity is an important part of the fairness to the power plants.
